This paper provides a detailed analysis and explanation of the Budget’s changes to the Working Income Tax Benefit, the Canada Child Tax Benefit and the personal income tax system.  The discussion focuses on the distributional impact of these measures.  The Red-Ink Budget draws heavily upon this work.
